The Onda Cidadã Project reiterates the Rotarians' commitment tothe Sustainable Development Goals (SDG), approved globally by the United Nations (UN). It porposes social iclusion through purpose-guided education, using professionally- taught sports, promoting the healthy development and raising the self-esteem of children and adolescents in socially vulnerable communities.

The idea is to reclaim and consolidate those human values that are essential for the formation of citizenship. The strategy behind it is teaching sports, in particular surfing, which is the inaugural sport of the Onda Cidadã School. When dedicating a part of their time to sports, children develop activities essential for character building and personality formation. Additionally, they become the propagators of a healthy lifestyle within their communities.

Surfing has been chosen because it is a widely practiced sport in Bahia, the state with the longest coastline in the country (932 km) and because the city of Salvador has beaches suitable for practicing and learning surfing. Another reason is this unparalleled moment in surfing history when, for the first time, the current world surfing champion is one young Brazilian - Gabriel Medina. This improves the visibility of the sport in the country and of the country in the sport, thus creating an ideal scenario for the implementation of the First Public School of Surfing in Salvador.

The fourth round of the 2015 World Surf Championship was held in Rio de Janeiro, Brazil, between 11 and 22 May. Seven of the 34 registered athletes are Brazilian, comprising approximately 20% of all competitors, and they were currently led by Adriano Souza, from the State of Sao Paulo and at this stage a Brazilian named Felipe Toledo was world champion at that stage.

Surfing is now an industry that moves billions of dollars a year worldwide, through direct and indirect products which praise the enthusiasm, vitality and institutional vigor of this sport, and its referral to the use of clean energy, demonstrates the spirit of avant-garde.

The project is itinerant, and the first neighborhood included will be the neighborhood of Paz, which has the penultimate Human Development Index (HDI) value in the municipality, according to the United Nations Development Programme (UNDP) data. During its first year, the project will benefit 120 students from the Escola Nova school, in the Paz neighborhood. The Onda Cidadã Surf Championship will be held after the end of course.

Rotary is essential to the success of the “Onda Cidadã” due to its capacity to band together partners from the civil society, business sector and government. Its actions directed at the strengthening of public schools in the area have enabled the implementation of important extracurricular activities needed to promote human development in a holistic manner, achieving integral balance: mental, emotional and physical.

PROJECT:

OBJETIVOS

This Project represents a first phase of a longer term social inclusion by capacity building for citizenship via organized sport teaching for the needy areas of Salvador, Bahia, a city which unfortunately has 50% of its population living in poor conditions. The project aims at developing self-esteem and discipline for self respect, thus improving the quality of life of children and teenagers, participants which are classified as of lower values of Human Development Index. The project aims at stimulating cognitive potentials, as well as psycho-physical-motion, as well as developing children under principles of good self-confidence, social confidence, discipline, respect, tolerance, solidarity and cooperation, also developing the sportive spirit indispensable for social concurrence. The project will offer opportunities for leisure via sports, self-expression and extra-curricular activities based in Environmental and Critical Education in the Information Age Concepts (Freire, P – et al) which will enhance school records, in parallel.

BENEFICIADOS:

The benefited people will consist of CHILDREN and TEENAGERS which are enrolled in public city schools of Salvador, to be selected according with quali and quantitative selective criteria. Initially the classes will have 20 students in two periods per day, (morning and afternoon) and the course will last for three months, and the estimated number of benefited students for the first year will be 160 individuals.

ATIVIDADES PLANEJADAS

1: Adquirir / licenciar / plotar veículo. Prazo: 30 dias.

2: Adquirir materiais e equipamentos. Prazo: 30 dias.

3: Implantar controle patrimonial e de estoque. Prazo: 20 dias.

4: Selecionar, contratar e treinar equipe gestora e operacional. Prazo: 30 dias.

5: Divulgar o projeto na primeira escola alvo. Prazo: 7 dias.

6: Inscrever estudantes interessados. Prazo: 10 dias.

7: Selecionar candidatos de acordo requisitos pré-estabelecidos. Prazo: 10 dias

8: Elaborar calendário e programa detalhado das aulas práticas e palestras. Prazo: 10 dias.

9: Executar cronograma e programa. Prazo: 3 meses.

10: Organizar / divulgar campeonato anual. Prazo: 60 dias.

11: Executar campeonato anual. Prazo: 2 dias.

12: Avaliar e mensurar resultados para eventuais correções. Prazo: 7 dias.

13: Elaborar relatório e prestação de contas. Prazo: 10 dias.

14: Divulgar relatório e resultados. Prazo: 5 dias.

SUSTENTABILIDADE

Salvador poor youngsters belong to a community which ranks as on of the three very lowest levels of human development in the State of Bahia and also lowest in Brazil. The chosen sub-normal living districts (PNUD 0,664) are named Bairro da Paz and Itapoã Parque de Exposições. Such districts derived from an invaded area which was originally named Malvinas, because at that time there was a war going between Great Britain and Argentina over the possession of the Falkland-Malvinas Islands in the South Atlantic, near Buenos Aires. Although the living area is only about 3.8km away from the beach, the great majority of its children VEVER WENT TO THE BEACH. The Santa Casa de Misericordia, a philanthropic organization with over 400 years of good social actions in Bahia is now doing very effective social works in the area.

The Project will aid the public obligations of the State, a duty foreseen in the Federal Constitution of 1988, in its article 217 which states: It is the duty of the State fomenting the practice of sports, both formal and informal, as a right of the citizen. With special attention to its paragraph 3 – ...”The Public Service will incentive leisure as a means of social mobility and promotion”.

This Project will promote opportunities to children and teenagers to develop themselves, by means of a sport which is gaining strong respect due to the discipline it requires and which is now widely practiced by youngsters of higher social strata, along the coast of Brazil a country with one of the longest shorelines in the world. The project comes in very opportunely since a Brazilian young surfer has achieved world recognition as champion in many an event. He has become an idol for Brazilian youngsters.

Rotary will act as sponsor and articulator of partners, since all operations will be delegated. And Rotary will keep a strong auditing role in all processes, by motivating many a Rotarian involved in education. The programs will be run both in the school months and also in vacation times.

The Project which is phantasy named ONDA CIDADÃ is included in the broader Project by the City Hall named TRANSFORMARTE, led by the Secretariat for Social Promotion, Sports and Combat Against Poverty, under the focus of services for coexistence, and strengthening of social links.
